Registration with the Catalan Housing Agency’s Register of Large Property Owners

The Catalan Regional Government has set up a procedure for large property owners to submit a declaration stating the number and list of properties they own.

This form must be completed by individuals or legal entities that:

• own more than ten urban properties for residential use or a built area of more than 1,500 m² for residential use, excluding garages and storage rooms;
• own five or more urban properties for residential use located in areasdeclared to be tense residential market environments.

This obligation is based on the legal framework established by:

• Law 24/2015, of 29 July, on urgent measures to address the emergency in the field of housing and energy poverty.
• Law 12/2023, of 24 May, on the right to housing.
• Decree Law 2/2025, of 25 February.
